I suggest that this clause should provide for the Public Service Commission to advise Government on terms of service as they affect recruitment, and on such representations concerning terms of service as may be addressed to Government by an officer or officers. It will be for the Government to decide whether any representations made by officers ought to be brought to the notice of the Commission. This question will, of course, depend upon whether any point is raised by an officer, e.g. such as his salary, on which the advice of the Public Service Commission is needed.
I agree, generally, that there are certain matters of detail which could only be settled after experience, and that they must stand over for the time being.

Finally, I think that we should inform the Governors that the Secretary of State would be grateful if records of the working of the commission could be kept, and a report furnished in, say, two years' time, or possibly earlier, together with any proposals for adjustment of the Commission, either in regard to its composition, or its functions, which are considered to be desirable in the light of experience gained.
